Apple Allows Downloads of Older Versions of Apps
Previously, iOS users could only download the latest version of apps available on the App Store. So once an app developer decides to make iOS 6 or later a requirement to use their app, for example, you could not download a previous version of the app that was compatible with iOS 5. As there are still many users who own an iPhone 3G or 2nd generation iPod touch, which cannot update beyond iOS 4.2, or maybe an even older device, we wrote a support article, Finding iOS Apps Compatible with Older Devices, several months back.

Today, Apple changed this by allowing the download of older versions of apps. So let's say you wanted to download an app that requires iOS 5, but an older version only required iOS 4.2, which is what you have. The App Store will let you know that the latest version is not compatible, but will then download the older version that was still compatible with the older iOS. The latest version that is still compatible will be downloaded.
Based on our own testing, it appears that this works with iOS 4 and later. The iPhone 2G and iPod touch 1st generation, which cannot run any version later than iOS 3.1.3, cannot take advantage of this. For example, if we were to delete and then try to re-download Angry Birds, which used to be compatible with iOS 3, we are told that the app requires iOS 4.3, without any option to download an older version.
Apple is rolling out this feaure just a day ahead of the release of iOS 7, which makes this new ability even more valuable. First, iOS 7 introduces automatic app updates. So if you also have an older device, but find that the updated app is already in your iTunes library on your Mac or PC you will still be able to get the older version. Secondly, iOS 7 introduces some dramatic user interface changes, which may not be for everyone. If they don't update, eventually more apps will start requiring iOS 7. Now they have the option to download older versions of apps instead of updating to iOS 7. Lastly, not all devices will be compatible with iOS 7, so just like devices that are not compatible with iOS 5 or 6, users can download older versions of apps that had a lower iOS requirement. Per this Apple article,your device must be running 'iOS 4.3.3 or later if you're downloading to an iPhone, iPad, or iPod touch'.
My old iPod Touch can only update to iOS 4.2.1, so I'm wondering if there's a way to download the old compatible version of an app to iTunes on my PC, and then sync it to my iPod Touch.
Any pointers or help appreciated.

The requirements in the article you reference are for iTunes in the Cloud, and should not affect your ability to download older compatible versions of apps on an iOS 4.2.1 device.

Are you sure that the particular apps you are trying to download once had an older version compatible with your iOS version? Also, if you have iOS 4.3.1, you should be able to update your iOS device to a later version, like iOS 5, with which more apps are compatible.Happy New Year!

You probably do not own a previous version of the Facebook app. That is one of the requirements. You can use the workaround mentioned here.
